Crane (Middle River MD), Riverside, and Gould Street; asbestos block and blanket insulation on boiler walls, economizers, and reactor-auxiliary piping; asbestos-containing gaskets and packing in valves, pumps, condenser waterboxes, and reactor coolant service; asbestos millboard, transite, and cloth in switchgear rooms and transformer firewalls at BGE substations; asbestos-cement (transite) gas distribution mains in the BGE gas system; refractory brick in coal-boiler combustion zones — disturbed during outage tear-out, retube work, refueling outages, gasket replacement, gas-main cut-and-cap, and insulator lagging repair by pipefitters, boilermakers, insulators, electricians, gas-service workers, and millwrights. Premises Description
Baltimore Gas and Electric Company (BGE), tracing its roots to the Gas Light Company of Baltimore (1816) and consolidated under its current name in 1906, is the principal combined gas-and-electric utility serving central Maryland. Its historic generating fleet included the Calvert Cliffs Nuclear Power Plant (Lusby MD), the Brandon Shores and H.A. Wagner coal-fired stations (Baltimore MD), the C.P. Crane coal-and-oil station (Middle River MD), and older Riverside and Gould Street stations, plus a substation and gas-distribution network across the Baltimore metropolitan area that historically included asbestos-cement (transite) mains.
Plaintiffs alleged in publicly filed U.S. asbestos personal-injury and wrongful-death litigation that pre-1985 BGE generating stations contained asbestos-containing thermal insulation on boiler headers, superheater and reheater piping, feedwater lines, turbine casings, and reactor-coolant and auxiliary steam piping; asbestos-containing gaskets and packing in valves, pumps, and condenser waterboxes; asbestos millboard, transite panels, and cloth in switchgear rooms and transformer vaults at BGE substations; asbestos-cement (transite) mains in the BGE gas distribution system; and asbestos-refractory brick in Brandon Shores, Wagner, and Crane combustion chambers. Plaintiffs allegedly encountered airborne asbestos during scheduled outages, refueling outages at Calvert Cliffs, gasket replacements, gas-main cut-and-cap operations, and insulation tear-out and re-lagging.
Workers Exposed
Plaintiffs alleged that station operators, boiler mechanics, pipefitters, insulators, electricians, millwrights, and gas-distribution workers at BGE plants, substations, and along the gas system from approximately 1940 through the mid-1980s were exposed to respirable asbestos fibers when boiler lagging was cut, gaskets were scraped from flange faces, valve packing was repacked, refractory brick was chipped, and asbestos-cement gas mains were sawed, chipped, or broken during service work.
